Vehicle: 2017 Buick Encore 1.4L Turbo

Hi everyone, I'm having some trouble with my 2017 Buick Encore, 1.4L turbo engine, with about 80,000 miles on it. Over the last few weeks, I've noticed a significant loss of power, especially when accelerating or going uphill. It feels sluggish and just doesn't have the pep it used to.

To make matters worse, there's a distinct whistling or whining noise coming from the engine bay, which gets louder under acceleration. The check engine light also came on a few days ago. I'm concerned this might be related to the turbocharger. Has anyone with a similar 2015-2020 Encore experienced these symptoms? What was the cause and solution?
